Description

The Water Treatment Plant (WTP) is core infrastructure and requires significant work to ensure the supply of safe drinking water. An on-going issue with our Influent/Effluent Valves must be repaired and our plant furnace is no longer operational, both items requiring a significant capital investment to repair. Additionally, the Ministry of the Environment (MOE) has identified that our SCADA system is not functioning 100% of the time, and must be replaced (non-compliant order). The MOE has also identified a trihalomethane (THM) issue that must be studied, and solutions presented to address this issue. The SCADA system will be replaced, and we will explore whether the existing system can be used as a back up to minimize the likelihood of loss of continuous data should the new system malfunction. A THM study will be conducted to identify alternate disinfectants to address our specific organics, and will include an estimate for Plant improvements to implement the recommended disinfectant process, as well as requirements for handling and storage, disinfection by-product formation and associated cost estimates. The study will also explore the possibility of removing THM precursors prior to disinfection. The Influent/Effluent Valves at the Plant will be replaced, and linked to the flow rate and chemical feed system to ensure full automation. The Plant’s furnace will be replaced with a high efficiency furnace. The generator’s expired fuel tank will be replaced with a larger tank to ensure adequate fuel is on hand for the generator to operate during power outages.
