The aim of the programme is to improve access to drinking water, reduce water losses and improve sanitation in the programme areas. The programme activities contribute to improving living conditions and protecting resources (the overarching development policy objective of the FC measure). The target group is the residents of small and medium-sized communities. The open programme includes the rehabilitation of water supply networks, the construction and expansion of these networks as well as specific activities in the area of wastewater disposal in small and medium-sized communities. In addition, the applicants are supported by a specialised consulting firm through an accompanying measure in the areas of operation and maintenance, financial management and awareness-raising campaigns. The project sponsor is the Palestinian Water Authority PWA with its programme implementation unit PMU. The selection of the measures to be implemented is based on priority lists of the PWA and the regional operator association in the Gaza Strip (CMWU) and is carried out using a catalogue of criteria.
