Description

Description

The proposed operation aims to improve the reliability of water supply, strengthen the operational performance of water sector institutions, and increase the mobilization of non-conventional water resources in the West Bank. The project responds to severe sector constraints, including declining water availability, high non-revenue water, fragmented service delivery, and fiscal pressures on public institutions. It is the second phase of a broader programmatic series designed to advance sector reforms and improve service delivery through coordinated investments and institutional strengthening. The operation combines infrastructure development with policy and governance reforms to enhance water security, climate resilience, and economic recovery in a fragile and conflict-affected context. The operation will finance a set of integrated components focused on infrastructure, institutional capacity building, and sector reform. Key investments include: (i) development of a water-energy-food nexus through a treated wastewater conveyance and reuse system for irrigation in the Jordan Valley (Ongoing discussion with GCF to engage in supporting this component); (ii) rehabilitation and expansion of bulk water supply infrastructure to improve availability and efficiency; and (iii) support to sector institutions, including operationalization of the National Water Company, strengthening of regional utilities, and regulatory enhancements. These investments will be complemented by project management and monitoring systems, as well as a contingent emergency response mechanism. By promoting wastewater reuse, renewable energy integration, and improved governance, the operation is expected to enhance service sustainability, reduce fiscal pressures, and contribute to climate adaptation, agricultural productivity, and improved livelihoods for vulnerable populations.
