In October 2015, a consortium of two local private construction companies, Longyuan Construction Group and Hwaking Construction Group was granted a Public Private Partnership contract to finance, build and operate the Wenzhou City Lucheng District Oujiang Belt Expressway to Woqi Mount Section Haitang Project and Oujiang Road East Extension Phase Two Project in Wenzhou City, Zhejiang Province following a competitive negotiation process. The total investment was US$ 236 million (RMB 1.568 billion) and the ownership percentages of the two companies were not reported. The Haitang project had a length of 5.9 km and the Oujiang Road East Extension had a length of 6.3 km. The concession term was 14 years including 4 years of construction duration. Construction commenced in March 2016.
