West Africa's public administrations have a great need for modernization in order to achieve the SDGs. A key prerequisite for improving governance in Africa is their digital transformation. By digitizing administration and automating its processes, costs can be reduced and efficiency and transparency increased. Digital administration can therefore make a decisive contribution to reducing corruption and promoting the government's accountability to its citizens. It can help the state to lose less of its own revenue, e.g. by digitizing the tax collection process. Improved data also facilitates development and budget planning and makes financial flows easier to track. The project contributes to the implementation of the digital transformation of public administration in the UEMOA region and comprises two central components. The first component involves the provision of funds via the West African Development Bank BOAD for digitization projects in the administrations of the eight UEMOA member countries with a focus on (i) improving government networks and IT equipment; (ii) developing and providing digital services (e-services) and (iii) increasing digital security (data, network security, etc.). The second component supports the development of BOAD into an important player in digital transformation in the UEMOA region. State institutions at various levels can submit project proposals (ministries, regions or municipalities). The projects are selected based on efficiency, effectiveness and development policy criteria, among others.
