Description
Description | The objective of the West Bengal Institutional Strengthening of Gram Panchayats (GPs) Project for India is to develop institutionally strengthened GPs. There are four components to the project. The first component of the project is grants to GPs: component one will comprise two subcomponents: (a) block grants, and (b) state funded untied grants. This subcomponent will support an annual, performance-based block grant to the 1000 GPs participating in the project for expenditure on local public goods and services (circumscribed by a negative list defined in accordance with their prescribed functional responsibilities). The second component of the project is capacity buildings for GPs. This component will provide support to strengthen the institutional capacity of GPs to deliver basic services. Support will be focused to meet the objectives and performance indicators associated with this project. This will be done within the broader framework for capacity building in the state including the strengthening of audit activities. The third component of the project is state oversight und monitoring of Panchayat Raj Institutions (PRIs). This component will strengthen Panchayat Raj Institutions (PRDD's) systems for monitoring of PRIs through the following four activities: 1) annual performance assessments (PAS) and quality assurance audits (QAAs); 2) improvement of internal monitoring and information and reporting systems; 3) evaluations and studies of the program; and 4) external audit support that will assist the Examiner of Local Accounts (ELA) to streamline and enhance its procedures related to timely certification auditing of GPs in the state, focusing on project GPs. The fourth component of the project is program management and implementation. This component will support implementation and management of the project. While the PRDD has overall responsibility for project implementation and ensuring that the project development objective (PDO) is met, it will execute the project through the West Bengal State Rural Development Agency (WBSRDA), a society established as a technical umbrella agency under the West Bengal Societies Registration Act, 1961, and anchored within PRDD. |
