Description
Description | WARDIP is a regional series of projects (SOP) designed to support the development and integration of the digital market in Western Africa. It adopts a programmatic approach allowing for tailored support to the needs of diverse countries in the region while supporting the achievement of a common long-term regional objective. It allows for a modular design approach, with a menu of activities from which participating countries and entities could choose under the program components. The program focuses on three interconnected market layers: the connectivity market, the data market, and the online market. Each component aims to address specific challenges and promote regional cooperation in the digital space. The proposed operation is the second in a series that includes three (3) additional coastal countries in the region (Liberia, Sierra Leone, and Benin) as well as regional entities, the West African Economic and Monetary Union (WAEMU).Component 1: Enabling environment for a West African SDM. This component will support WAEMU´s strategic vision of creating an SDM in West Africa by 2030 and attracting private capital in the WAEMU region. A key element will be a comprehensive training program open to policy and decision makers in charge of implementing digital transformation programs, and to the staff of WAEMU.Component 2: Connectivity Market Development and Integration: This component focuses on strengthening the policy and regulatory framework for a competitive telecom sector, providing public funding for connectivity infrastructure projects, and promoting private sector investment. It also aims to harmonize digital market environments and sector policies and ensure energy-efficient and climate-resilient infrastructure.Component 3: Data Market Development and Integration: This component aims to build trust in online transactions, improve cybersecurity and data protection, and enable secure cross-border data exchange. It focuses on establishing a harmonized environment for data and cybersecurity by strengthening the policy and regulatory framework, institutional structure, and capacity-building initiatives.Component 4: Online Market Development and Integration: This component promotes the creation, access, and delivery of digital goods and services across the region. It focuses on building digital literacy and skills and fostering digital entrepreneurship ecosystems. It also supports developing national legal and governance frameworks focusing on e-commerce, digital trade, and payment systems.Component 5: Project Management and Implementation Support: This component provides financial support for project management activities, including procurement, financial management, monitoring and evaluation, project communication, environmental and social safeguards, and citizen engagement. It aims to strengthen the capacity of project implementation units and enhance coordination between participating countries and regional bodies.Component 6: Contingent Emergency Response Component: This component allows participating countries to respond swiftly to eligible crises and emergencies, such as climate disasters and public health emergencies. It provides a provisional allocation of funds for emergency response activities, including support for vulnerable groups, ensuring business continuity, and assisting small and medium-sized enterprises. The CERC is not intended to finance civil works with negative environmental and social impacts.Through these components, WARDIP aims to promote regional digital market integration, improve access to the internet and digital services, and drive innovation and economic growth in the Western Africa region. |
