Western Area Power Generation Project

The project entails the construction, operation and financing of a power plant, located in the Kissy Dock area, approximately 4 km east of the centre of Freetown, Sierra Leone. The capacity of the facility is 57 MW. The project will be developed, overseen and operated by Globeleq, Africa’s independent power company. The venture will be developed and financed by CDC and TCQ Power. The total cost of the initiative is being estimated at $40 million. The project will be financed from World Bank Group support provided by the Multilateral Investment Guarantee Agency (MIGA), the World Bank’s International Development Agency (IDA) and the International Finance Corporation (IFC). The appointed engineering, procurement and construction contractor, Wärtsilä, will design and build the plant, and once completed will provide full operations and maintenance services to the plant for 15 years. The generated electricity will be sold under a 20-year power purchase agreement with EDSA, the Sierra Leone state owned utility, and the Government of Sierra Leone.
