Description | The Western Australian government has committed $250 million in the 2026–27 state budget to underwrite apartment pre-sales and accelerate housing supply. The program, branded the Pre-sale Guarantee, aims to unlock up to 1,200 new apartments and townhouses by addressing high pre-sale thresholds required by lenders. Keystart will guarantee the purchase of up to 50% of unsold dwellings in eligible developments upon completion to help developers meet lender requirements and commence construction sooner. The guarantee will lapse if apartments are sold during construction. If triggered, Keystart will purchase the properties at a minimum discount of 10% to market value in metropolitan areas and 7.5% in regional areas.
