Description

Trade and transport facilitation are key elements of the Western Balkan countries’ efforts to deepening economic integration within the region and with the European Union. The TTFP supports coordinated policy actions, and targeted investments in infrastructure, digital solutions, and institutional strengthening that enhance trade and transport performance. It is implemented under a Multiphase Programmatic Approach (MPA) to ensure continuity and scalability across countries and phases. The TTFP Phase 2 for Montenegro supports measures to reduce trade costs by improving trade facilitation systems and enhancing transport efficiency, safety, and sustainability along key corridors and at critical nodes. The project includes a combination of investments, technical assistance and regulatory and institutional reforms and will primarily focus on the following key activities:1. Implementation of a National Single Window (NSW) to digitize and streamline trade procedures across border control agencies; 2. Improvement of railway level crossings (RLCs) to enhance operational safety and efficiency;3. Development of a Port Community System (PCS) to digitalize and streamline port logistics and information exchange among public and private stakeholders;4. Preparation of the National Transport Strategy and relevant sub-sectoral strategies to guide sector development and investment planning; 5. Preparation of supporting by-laws, technical guidelines, and analytical studies to strengthen the policy and regulatory framework for sustainable transport.
