The NESE pipeline is a proposed natural gas pipeline running mostly underwater for about 23 miles between New Jersey and the Rockaway Transfer Point in New York. It aims to address the unreliability of New York's power grid, especially downstate, by increasing gas supply. The project has faced multiple environmental denials and legal challenges but has been reissued a certificate by FERC. The New York State Department of Environmental Conservation (DEC) is set to decide on a water quality certification by November 30, 2025. National Grid holds binding agreements for the pipeline's capacity and the New York Public Service Commission has approved a long-term gas plan including NESE. The project cost is estimated at $2.2 billion, with potential societal benefits up to $4.4 billion over 15 years. Construction is planned to start in 2025 if permits are granted.
