Description | California Water Service (Cal Water) started work on a water infrastructure upgrade in Willows to enhance water supply reliability and fire protection. The project involves installing nearly 2,120 feet of new water main near the downtown area, specifically on West Oak Street, South Butte Street, and West Laurel Street.
