In March 1998, the company Wobben Windpower, a subsidiary of the german Enercon, was granted authorizations to build and operate wind power plants located in the state of Ceara (municipalities of Sao Goncalo do Amarante and Aquiraz). Central Eolica de Prainha was set to have 10 MW in capacity, while Central Eolica de Taiba would have 5 MW in capacity. The 30-year contracts signed with the regulatory agency ANEEL allowed the power plants to operate in the electricity market as independent producers. These authorizations granted the sponsor with the right to sell electricity in the Brazilian wholesale market. The total investment commitment was US$ 15 million. Construction works on the Taiba wind power plants were concluded in 1998, while the works on the Prainha unit were concluded in 1999. Wobben Windpower signed power purchase agreements arranged with the state-owned company Eletrobras for 20 years through the Brazilian Federal program PROINFA (incentive program for alternative power generating companies).
