Overall objective. The overall objective of this TC is to provide an analytical framework and design concrete programs - promoting women's participation in S&T policies and programs - against which a loan in support of the reform of national S&T policies can be dimensioned (CR-153). Specific Objectives. The TC will work on two simultaneous fronts to achieve the overall objective. First, the TC aims to identify the constraints to women's opportunities to develop a career in S&T. Second, based on the study of constraints, the TC intends to develop an Action Plan with innovative approaches for mainstreaming gender analysis and gender equality goals in S&T policies and programs.
