Description | Opportunity Woodstock General Hospital— a community health centre providing care to over 155,000 people within Oxford County— had been serving the community since 1895. The site was no longer capable of meeting modern medical standards and in January 2008 a Request for Proposals (RFP) was issued seeking a private partner to build a new state-of-the-art facility using Infrastructure Ontario’s new Alternative Financing and Procurement (AFP) strategy. Challenges Demolishing a century-old facility in the middle of a residential neighbourhood. Innovations The Hospital Board undertook a careful, responsible demolition of the old hospital site, keeping neighbours informed and protected, recycling as many materials as possible, and donating medical equipment that was still usable to hospitals in Cuba. Integrated Team Solutions financed and constructed the new hospital up until substantial completion when Woodstock General Hospital could occupy the facility. Payment for the facility only began after substantial completion, removing significant financial risk from the public sector. Results The new facility is more than double the size of the previous hospital with three stories, 350,000 square feet and the capacity for up to 178 beds. Construction was completed on-time and on-budget. The new facility includes a full range clinical services and programs including a new inpatient rehabilitation facility, in partnership with community agencies; surgical services; critical care and complex continuing care; a maternal/child/women’s health unit; inpatient and outpatient mental health services; pharmacy and laboratory services; and physiotherapy services. There are now shorter wait times for clinical and medical services. Once the hospital opened approximately 200 new staff members and allied health professionals and ten new physicians were hired to accommodate the increase in beds and services. The new hospital is much quieter than the old one, due to the seamless integration of silent digital technologies to replace mechanical equipment. “We are very excited about our new facility.
