Description | To achieve sustainable wastewater management and protection of water resources, the overall objective of the wastewater collection and treatment project (WCTP) is to increase wastewater treatment capacity in Wuhan from the current 8 percent (32 percent after completion of an ongoing World Bank project) to approximately 64 percent of generated wastewater. Achievement of this objective will be key to achievement of the related objectives of the WCTP to (i) improve water quality of rivers and lakes in Wuhan; (ii) protect drinking water resources; (iii) improve wastewater treatment and management; (iv) improve health and living standards of residents in Wuhan, to protect water resources; and (v) benefit the Changjiang. The proposed WCTP will include three wastewater treatment plants and associated sewers. The TA will identify institutional capacity building measures including wastewater management and policy reforms necessary to ensure the long-term sustainability of the WCTP facilities.The proposed WCTP comprises three advanced secondary wastewater treatment facilities and associated sewers. The TA will (i) assess the prefeasibility studies and environmental assessment WMG has prepared for the three subprojects, and (ii) undertake the additional analysis necessary to determine if the subproject are suitable for ADB financing. The TA will (i) review the present integrated environmental management status and strategies; (ii) evaluate the three subprojects in the context of long-term plans and strategies for wastewater management; (iii) review and confirm the technical, economic, financial, environmental, and social feasibility of options proposed under the domestic prefeasibility studies; (iv) define the scope and components of the proposed Project; (v) undertake alternative analysis and least-cost analysis for the proposed components; (vi) prepare (a) cost estimates for the project components, implementation arrangements, and associated staffing schedules; (b) counterpart contributions; (c) establishment and staffing of project implementation office; and (d) a financing plan; (vii) evaluate local counterpart fund sources, evaluate wastewater tariff levels, and through tariff reform promote the principle of users paying for investment and operation; (viii) prepare procurement packages for equipment, materials, and civil works, following standard ADB procedures; (ix) review and update the resettlement plan in line with the ADB guidelines; (x) review and update the environmental impact assessment and prepare a summary environmental impact assessment (EIA) for the proposed Project and, for each subproject, prepare a summary EIA or initial environmental examination following the ADB guidelines; (xi) carry out financial and economic analyses of the proposed WCTP and subprojects; (xii) estimate wastewater treatment charges that are affordable, encourage water savings, and allow sufficient cost recovery; (xiii) evaluate the potential impact on the urban poor, propose poverty reduction options to demonstrate that urban poor families will benefit from the proposed WCTP and from increased tariff; (xiv) propose management enterprise reform options; (xv) evaluate institutional requirements for implementing and operating the proposed WCTP facilities on a sustainable basis; and (xvi) evaluate opportunities for private sector participation in wastewater management for Wuhan. |
