A comprehensive district heating system for 235,000 people is to be built in the metropolitan area of Wuwei City, the third largest city in Gansu Province. The proposed subsidy loan will be used to expand the existing system and supply three districts of the city (around 14,000,000 m2) with district heating. As part of the project, a heating plant with an output of 5 x 91 MW, 89 heat exchanger stations, 2 pumping stations and 2 x 44.8 km of district heating pipes will be built. The new district heating supply will replace 155 inefficient decentralized boiler systems in a densely populated area and will also supply a newly developed residential area with heating. The new district heating system will be connected to two systems operated by the project sponsor. In addition, the project planning provides for the waste heat from a new state-owned power plant to be fed into the district heating system using combined heat and power. This further increases the impact of the project in significantly reducing emissions of nitrogen oxides, sulphur oxides, dust and carbon dioxide. The overall concept enables greater security of supply, so that the entire heating requirement for the 6-month heating period can be optimally covered. The total investment volume of the project amounts to around EUR 100 million, of which EUR 67 million is to be financed with a subsidised loan. Almost 80% of the FöK is earmarked for equipment.
