The program is designed in two phases. To qualify for the program, the municipal utilities and municipalities must meet the selection criteria set out in Phase I. In the first phase, immediate measures are to be implemented, and in the second phase, priority investments in the rehabilitation of distribution networks and sewage networks as well as in the expansion and optimization of water supply systems (pumps and storage facilities). Phase II was planned as a development loan of EUR 30 million. However, this could not be implemented due to the very limited debt framework. Phase II is financed by a grant of EUR 5 million. The overall goal is to improve the living conditions of the population and to increase the quality of public services in the Macedonian water sector. The program goal is to ensure a reliable and hygienically safe drinking water supply for the population in selected urban centers in Macedonia at cost-covering and socially acceptable prices. The target group of the program are the residents of the program municipalities connected to the central supply system. The costs of Phase I amount to EUR 11.2 million. This has been completed. The remaining funds will be used in Phase 1 Step II as described above. Phase II will be financed by a grant of EUR 5 million. And the remaining funds from the accompanying measure (2007 70 107) amount to EUR 500 thousand.
