In November 2015, a local private company Beijing Sound Environment Industry Group won a contract to finance, build and operate the Xi'an No. 9 Wastewater Treatment Plant Phase III in Xi'an City, Shaanxi Province through an open bidding process. The total investment was US$ 39.13 million (RMB 260 million) and Beijing Sound had a 100% stake in the project. The concession term was 30 years including 1 year construction duration. The winning price offered by Beijing Sound was 2.39 Yuan per ton. The design treatment capacity of the facility was 50,000 tons per day. It was estimated that the BOT contract was signed and construction commenced in January 2016. It was reported that by November 2016, RMB 241 million had been expended on the project.
