In October of 2003, InterChina Holdings Company Limited of Hong Kong was awarded a 30-year BOT contract by the Xianyang city government to invest, finance, design, construct and operate the 300,000 tons per day Xianyang Water Treatment Plant Project. InterChina Holdings was to purchase natural water from suppliers designated by the Xianyang Government and sell the processed water to purchasers also designated by the Xianyang Government. The Xianyang city government was committed to taking 60%-80% of the plant's projected water capacity for the first three years immediately after the start of operations under a water purchase agreement. InterChina Holdings was to own 100% of the project and invest RMB 200 million (US$24 million) in the new plant, all funded from internal resources. The plant was to be completed following a construction period of two years.
