In March of 2002, Sino-French Holdings was awarded a 30-year concession contract for the operation and management of the facilities of two water plants: Zhushan Water Plant and the newly built Longshan Water Plant in Xinchang County, Zhejiang Province. When the Longshan Water Plant was put into operation, the capacity of the system was increased to 160,000 cubic meters per day. To implement the contract, Xinchang Sino French Water Supply Company Ltd. was created as the project company in which Sino-French took a 50% stake, while the remaining 50% was held by the state-owned local Xinchang County Water Development Company Ltd. Sino-French, in turn, was a 50-50 joint venture between Suez water subsidiary Ondeo and New World Infrastructure of Hong Kong. The plant began operations in March 2002.
