In November 2007, a Singapore based company Dayen Environmental Ltd.was awarded a 30-year contract to build and operate the Xinmin Wastewater Treatment Plant in Xinmin City, Liaoning Province. Dalian Dongda invested 103 million Yuan (US$ 13.55 million) in the plant and owned 100% of the project. The total capacity of the plant was 60,000 cubic meters per day.
