In late 2003, Anhui Guozhen Environmental Protection Science & Technology Co., Ltd. (GZEP), signed a 30-year concession contract for the upgrading and operation of a 140,000 tons per day sewage treatment plant in Xuzhou City, Jiangsu Province. Following the upgrade, the plant was to have a capacity of 165,000 tons per day. GZEP formed the Guozhen Water Operation Co., Ltd. (XGWO) and was to invest RMB 160 million (US$19.3 million) in the project. GZEP was a private business from Anhui Province. No information on GZEP's share in the project company was available. Operations began in mid April 2004. From Factiva - In mid April 2004, Xuzhou Ganghua Town Gas Co., Ltd. (XGTG) and Guozhen Water Operation Co., Ltd. (XGWO) were operational in Xuzhou City, Jiangsu Province. The move signals the start that Xuzhou opens its town gas and water markets. Anhui Guozhen Environmental Protection Science & Technology Co., Ltd. (GZEP), one of the largest sewage treatment companies in China, invests CNY 160 million in forming XGWO with 30 years of operating right.
