YEM - Improved Water Resource Management in IDP Communities

Due to war destruction, climate change and economic decline, basic services have collapsed in many places in Yemen. At the same time, the lack of income opportunities means that many people are no longer able to earn a living. With the continuous influx of internally displaced persons, these circumstances are leading to resource-related distribution conflicts, particularly in the host communities. The project addresses this problem and will offer approaches to conflict resolution by improving basic water infrastructure and through income-generating measures. The target group is internally displaced persons and host communities. The planned measures include 1) financing drinking water supplies for households (including solar-powered pumps, water pipes, house connections) and irrigation infrastructure for agricultural use as well as flood protection (including rainwater reservoirs, irrigation ditches, dams, flood protection walls); 2) livelihood measures to generate income (primarily cash-for-work and skills training for longer-term integration into the labor market); 3) peace-building measures for conflict mediation (including support for community-based Water User Associations (WUAs), Conflict Resolution Committees (CRCs) and training and awareness-raising campaigns for fair distribution and sustainable use of the scarce resource water). The project is financed by a grant of EUR 10 million from the BMZ's SI GA (Core) and implemented by the International Organization for Migration (IOM). IOM is both the direct recipient of funds and the project executing agency. The module proposal includes an additional stock audit component of EUR 30 million.
