The company was established in March 1995 as a joint venture between the Russian Telecommunication Development Corporation (RTDC), a subsidiary of US West, and Krasnoyarsk AO Elektrosvyaz, later known as SibirTelecom. The company created a cellular communication network using the federal NMT standard. US West had a license for creation of NMT and GSM cellular networks in various regions of the Russian Federation and it participated in the 50x50 project in cooperation with Rostelecom.
