Description

The project will provide technical and soft skills training for the youth and apprenticeship opportunities through public works for urban infrastructure upgrading in informal urban settlements in Choloma and Villanueva. The project will include three components: Component 1. Technical and soft skills training and certification (US$714,614.4). This Component aims to provide technical training on construction work and soft skills training to urban youth (18-30 years old) beneficiaries of Choloma and Villanueva to facilitate the improvement of their livelihoods and to support their future labor market entry. This Component will provide a package of combined short-term technical training on construction tasks and soft skills training for the beneficiaries before their participation in apprenticeships provided in the public works under Component 2. The literature demonstrates evidence of the importance of interventions targeting “soft” skills among young adults, which reduced criminality and antisocial behavior in developing countries.Component 2. Apprenticeships in public works for urban infrastructure upgrading (US$1,191,952.5): This Component will finance public works for urban infrastructure upgrading in selected localities, vulnerable to climate shocks, in Choloma and Villanueva. The Project will hire contractors using the Community-Driven-Development (CDD) procurement method to rehabilitate the public works. A community approach will be introduced where the communities will be engaged in the participatory planning of the infrastructure upgrading projects to support their sustainability. Youth will improve their livelihoods through their participation in apprenticeships. The infrastructure upgrades not only will help to build physical infrastructure resilience to climate shocks, but also strengthen social capital at the community level. Component 3. Project management and administration, monitoring and evaluation, and knowledge dissemination (US$845,822.1) : This Component will provide technical support for project management and administration, monitoring and evaluation, and knowledge dissemination. The project will be implemented by CARE, an NGO, with the support of The Red Solidaria Program, the main social assistance program in the country. The project implementation period is three years.
