Description

The FC module aims to contribute to increasing climate resilience, food security and youth employment by financing climate resilience projects in agriculture with a focus on young people and by strengthening the capacities of governments at local and national level. The FC contribution in the form of a budget loan of EUR 31 million is planned as co-financing of the World Bank's FLLoCA program. In particular, two FLLoCA program components will be financed in parallel with the FC loan funds: 1) the component implemented using the Program for Results (PforR) instrument to finance conditional financial transfers to districts (PforR 2); and (2) the component implemented using the Investment Project Financing (IPF) instrument to promote capacity and improve coordination between the relevant government institutions (IPF 1-3). In both components, the measures will focus on agriculture and youth (soft earmarking) and therefore measures for climate resilience in the agricultural sector with a focus on young people in the 16 districts in western Kenya will be promoted. The project is primarily implemented by the Kenyan Ministry of Finance (The National Treasury and Economic Planning).
