The present project proposal seeks to present the Portuguese National Working Group working plan for the implementation of the 9th (January 2022-June 2023) and the 10th (July 2023-December 2024) cycles of the EU Youth Dialogue. The first cycle will focus on Youth Goal 10 and we foresee that the second cycle will focus on Youth Goal 3. In this framework, we will structure the project: Training to our PoT, youth organizations, teachers, youth workers and decision-makers on the Youth Dialogue - concept, methodology and involvement. Specific training will also be provided to Youth Delegates before EU Youth Conferences. 2 dialogue phases (one on youth goal 10 and the other on the 3rd) to consult young people. The dialogue phases will be structured around regional dialogues (in Portugal’s districts and the 2 archipelagos), 5 sessions with specific disadvantaged groups, which will be facilitated by our PoT and then local self-organized sessions. All of the inputs will be compiled into 2 national reports. These reports will also include an implementation toolkit with practical use cases and initiatives to be implemented locally (by schools, local councils and youth organizations). and trigger policy change. 2 implementation phases (one focused on youth goal 10 and the other on the 3rd) - this implementation phase will be action-focused, where youth organisations, young people, youth workers, local and national decision, schools and policymakers are invited and challenged to implement initiatives to make the recommendations concrete at the local level and report back on their implementation to the NWG. Based on the results of the dialogue phases, 2 topic-related seminars will be organized to discuss measures on priority recommendations of the dialogue phases. For each cycle, advocacy meetings will be held with national and local stakeholders, to advocate for policy changes based on the results of the YD.
