The project is a key construction project of the "Thirteenth Five-Year Plan" expressway in Yunnan Province. The project starts from the north side of Guanping Township, Yunlong County, Dali Prefecture, connects Dali-Yangbi-Yunlong Expressway (Phase I of Dali Section), and ends at Dagongdian, about 5 kilometers northeast of Jinding Town, Lanping County, Nujiang Prefecture, and planned Helan The highway ends are connected. The total length of the project route is 72.122 kilometers, the construction mileage of Nujiang Prefecture is 30 kilometers, the estimated investment is 4.771.2 billion yuan or $ 737.18 million. Concession type is BOT with a period of 34 years. SPV is Yunnan Yunlan Expressway Investment and Development Co., Ltd., owned by Yunnan Construction Infrastructure Investment Co., Ltd.(69%), Yunnan Construction Investment Holding Group Co., Ltd.(1%), and the state-owned companies Dali State Transportation Investment Development (Group) Co., Ltd.(16.7%), Dali Expressway Investment Development Co., Ltd. (1%) and Nujiang Prefecture Highway Development and Investment Co., Ltd. (12.3%).
