Zambia - Institutional Support Project

The proposed project will improve the country's economic management and monitoring of its development programme. Indeed, the Zambian civil service since the late 1970s has been drained of its senior qualified staff, as a result of the deterioration in the conditions and terms of employment. The GRZ has started a civil reform process, but in the meantime there is a need to assist the GRZ in training its mid-level and junior staff in monitoring and evaluating its adjustment programme and its on-going development projects. The project has four main components: (i) Human Resources Development; (ii) Technical Assistance; (iii) Short-term consultancies; (iv) Office equipment and vehicles; and (v) Operating costs. It is expected to have a positive impact on the entire economy, as a result of the improved management of the economy and the improved project monitoring and evaluation capability of the Ministry of Finance and implementing agencies.
