Description	The proposed restructuring will re-design the disbursement linked indicators (DLIs) to bring a stronger outcome-focus to ensure tangible benefits to the Government's devolution agenda, support the Government's response to the national drought disaster and incorporate lessons learned from the first year of program implementation. The restructuring will also increase the incentives available for local authorities (LAs) that achieve performance indicators including incentivizing improved own-source revenue collection and management and the program will be extended to all 116 LAs. The proposed restructuring will increase the Investment Project Financing (IPF) allocation to strengthen the institutional capacities of implementing agencies.
