SPECIFICATIONS 1 . PURPOSE AND SCOPE : The West Virginia Purchasing Divisions is soliciting bids on behalf of the General Services Division to establish a contract for the one - time purchase of one ( 1 ) 1 1 / 2 - ton Chassis Cab Crew Cab Dual Rear Wheel 60 " cab to axle , as detailed within these specifications . 2 . DEFINITIONS : The terms listed below shall have the meanings assigned to them below . Additional definitions can be found in section 2 of the General Terms and Conditions . 2 . 1 " Contract Item " means the list of items identified and more fully described by these specifications in section 3 . 1 . 2 . 2 " Pricing Page " means the pages , contained in wvOASIS , which Vendor should list its proposed price for the Contract Items . 2 . 3 " GVWR " means Gross Vehicle Weight Rating , which is the weight limit for the specific Vehicle . 3 . GENERAL REQUIREMENTS : Contract Item must meet or exceed the mandatory requirements listed below . 3 . 1 Chassis Cab / Crew Cab 3 . 1 . 1 Must be Dual Rear Wheel , 60 " cab to axle . 3 . 1 . 2 The Chassis Cab Crew Cab must be 4 wheel or all - wheel drive . 3 . 1 . 3 The Chassis Cab Crew Cab must have a minimum of ( 5 ) five seats including the driver ' s seat . 3 . 1 . 4 The Chassis Cab Crew Cab must have a minimum of ( 4 ) doors . 3 . 1 . 5 The Chassis Cab Crew Cab must have a minimum GVWR of 16 , 000 pounds . 3 . 1 . 6 The Chassis Cab Crew Cab must be equipped with an automatic transmission with a tow / haul mode . 3 . 1 . 7 The Chassis Cab Crew Cab must be equipped with a snowplow prep package which includes heavy duty front springs and transfer case skid plate .
