REQUIRED SERVICES The successful proposing FBO must be able to provide the following minimum services : 1 . Fueling services The FBO shall have , responsibility , and management of all fueling services , including monitoring tanks , pumps , ordering fuel in a timely manner , and aircraft fueling . The FBO must provide fueling services during regular business hours . On call and after hours service is required . The proposer shall purchase the fuel . The proposer must provide Jet - A and AVGAS fuel . The City of Ogallala will retain ownership of the fuel tanks and associated equipment . The FBO shall be responsible for all repairs less than $ 1000 . Lessee ( FBO ) will pay to the City of Ogallala a fuel flowage fee as established by the Lessor . Flowage fees are payable monthly , by the tenth day of the following month . Lessee will submit to Lessor a report of fuel purchases each month by the fifth day of the following month . Proposed Fuel Flowage Fees : AVGAS Jet A 5 % of sales ( or greater ) 5 % of sales ( or greater ) 2 . Aircraft ramp services ( towing , parking guidance , etc .). 3 . Monitoring and communicating maintenance needs on the airfield . 4 . Monitoring and communicating maintenance needs ( interior and exterior ) of airfield buildings owned by the City . 5 . Operation of the fuel farm for the storage , handling and delivery of aviation fuel products . 6 . Emergency service to disabled general aviation aircraft ( i . e . towing / transporting disabled aircraft ). 7 . Employment of the appropriate number of properly trained and / or certified personnel to provide satisfactory FB0 service and meet fuel supplier ' s minimum training requirements . 8 . The Airport desires a welcoming public presence with a high level of customer service . The proposal should address how the level of hospitality to pilots and visitors will be maintained , and how the FBO / Building will be staffed . The FBO shall be open regular business hours Monday through Friday , with the exception the FBO may close ( or reduce hours of operation ) to observe New Year ' s Day , Thanksgiving Day and Christmas Day holidays . Any additional closures must be approved by the City Manager . 9 . Maintain on - call staff available after normal operating hours to provide service outlined above or emergencies . SECTION II . OPTIONAL SERVICES The successful proposing FBO may provide other services , including but not limited to : 1 . Maintenance , repair and servicing of aircraft . 2 . Flight Training . 3 . Aircraft Rental . 4 . Air Taxi / Charter . 5 . Aircraft Sales . 6 . Avionics Repair . 7 . Specialized maintenance ( upholstery , etc .). 8 . Snack bar . 9 . Miscellaneous retail ( pilot supplies , promotional clothing , etc .). 10 . Other types of services agreed to in the final executed contract for FBO services .
