Description | 3 . 1 Serve a minimum of 200 individuals in a 12 - month period from the Harbor Homes , Harbor Homes Annex , Bird Drive , Eastbrook , Lake City Dwellings and Scattered Sites public housing communities . 3 . 2 Provide a comprehensive Job Development and Adult Education Program utilizing an employability model that includes individualized employment and education plans , work hardening skills and progressive levels of training that lead to employment . This component must use state - certified instructors . 3 . 3 Provider must offer appropriate job placement and career counseling programs to participants . 3 . 4 Provider must partner with businesses occupying the Joyce A . Savocchio Industrial Park , such as Paragon and Grow Erie , to develop employment opportunities for Authority residents . 3 . 5 The program for the 2026 - 2027 year ( May 1 , 2026 - April 30 , 2027 ) will include at a minimum , staffing five days per week , seven hours per day . Provide evening and weekend training programs to meet the job development / educational needs of working residents . |
