The City of Seaford is requesting proposals from qualified firms of certified public accountants to audit its financial statements for the five fiscal years ending June 30 , 2026 , 2027 , 2028 , 2029 and 2030 and to prepare the Data Collection Form for the same fiscal years . Scope of Work to be Performed The City desires the auditor to express an opinion on the fair presentation of its basic financial statements in conformity with generally accepted accounting principles . The auditor is not required to audit the required supplementary information ( RSI ) but must perform certain limited procedures required by the Governmental Accounting Standards Board as mandated by generally accepted auditing standards to determine whether RSI meet the measurement and presentation requirements of GAAP . The auditor will be required to prepare and sign the Data Collection Form for Reporting on Audits of States , Local Governments , and Non - profit Organizations and deliver said completed reports to the City Manager and Director of Finance in sufficient time for the City to submit the reports prior to the respective due dates . Note that the Data Collection Form is now prepared and submitted in electronic format via the internet . C . Auditing Standards To Be Followed To meet the requirements of this request for proposals , the audit will be performed in accordance with auditing standards generally accepted in the United States of America and the standards applicable to financial audits contained in Government Auditing Standards , issued by the Comptroller General of the United States . In addition , the audit will follow the provisions of the Single Audit Act Amendments of 1996 and the provisions of U . S . Office of Management and Budget ( OMB ) Circular A - 133 , Audits of State and Local Governments . D . Reports to be Issued Following the completion of the audit of the fiscal year ’ s financial statements , the auditor shall issue : 1 . A report on the fair presentation of the financial statements in conformity with generally accepted accounting principles . 2 . A report on compliance and internal controls over financial reporting based on an audit of the financial statements performed in accordance with Government Auditing Standards . 3 . A report on compliance and internal controls over compliance applicable to each major federal award program in accordance with OMB Circular A - 133 . In the required reports on internal controls , the auditor will communicate any reportable conditions found during the audit .
