The first step in this process is to control the infiltration of water and moisture into the roadway ’ s subsurface layers through cracks that develop in the pavement . The filling of cracks with a hot , liquid , rubberized asphalt material , or crack sealing , preserves the pavement and prolongs the need for more extensive repair . |
