The work to be performed by the Consultant includes survey , quantity calculation , cost estimates , permitting , and final construction plans and specifications for bidding . Public involvement meetings are to take place early in the design phase . There is potential for multiple public involvement meetings to be needed for the project . Hydraulic analysis is to be completed per Chapter V of the NDDOT Design Manual and the County ’ s design standards . All environmental permitting is to be completed by the selected Consultant including , but not limited to , USACE permits , NPS permits , USFS permits , and floodplain - related permits . The road pavement sections are to be determined by a geotechnical study . The selected Consultant is to prepare utility location and conflict plans and assist with utility coordination . Consultant is to work with the County ’ s Right of Way Agent throughout the project . Coordination with Right of Way Agent may include but is not limited to survey right of entry , preliminary plats , preliminary plats with aerial imagery , exhibits to aid with acquisition , staking of right of way and / or grading limits , and final plats . Design activities include preparation of design alternatives , final construction plans , specifications , and estimates , and mitigation plans . The Consultant is to assist with bidding the project including preparing bid tabulations and award recommendations .
