Description
Description | The City of Janesville (“ City ”) seeks Bids from qualified firms (“ Contractor ”) for the 2026 Pavement Maintenance Program . The City intends to enter into a contract with a qualified and responsible Contractor for these services and accordingly is furnishing herein a set of specifications by which such proposals will be evaluated . The City has developed a program that addresses the maintenance of City streets . The first step is to control infiltration of water and moisture into the street ’ s subsurface layers through cracks that develop in the pavement . Crack sealing , or the filling of cracks with a fiber - modified asphalt binder material , preserves the pavement and prolongs the need for more extensive repair . For large cracks , “ aligatoring ”, or other more severe distresses causing pavement permeability the City requires the use of polymer - modified mastic asphalt binder to seal pavement utilizing aggregate as needed to fill lager voids and level pavement surface . The City utilizes a Pavement Surface Evaluation and Rating ( PASER ) system that utilizes visual inspection to evaluate pavement surface conditions . 3 . 1 Scope of Work Work will consist of furnishing all labor , materials , services , and equipment necessary to perform the pavement maintenance processes identified in these specifications . The City ’ s goal for all pavement sections is to completely seal all defects and stop water infiltration through the pavement surface and improve ride quality where possible . For the asphalt pavement sections listed in the Schedule of Quantities and outlined in these Specifications . Work will proceed from highest to lowest priority streets as indicated by the City . 3 . 2 General Requirements Unless otherwise modified in the Special Provisions , all work shall follow the requirements of the Standard Specifications . 3 . 3 Guarantee The Contractor shall repair or replace any crack sealer judged to be defective within a period of one ( 1 ) year of final acceptance . The Contractor shall also guarantee any replacement or repair work , as required for any defective improvements , for a minimum period of one ( 1 ) year from the date of final acceptance of the replacement or repair work . 3 . 4 Traffic Control , Protection , and Safety Contractor shall be responsible for traffic control during the project . Road closures will not be permitted . All work within the roadway shall be conducted under traffic . Twoway traffic shall be maintained at all times where possible . If not possible to maintain two - way traffic contractor shall provide city with traffic control and if needed detour plans a minimum of 1 week prior to work commencing .
