In September 2023 , the City Council committed to enhancing Gladstone ' s transportation infrastructure by adopting a clear five - year plan to improve roadway conditions and increase the City ' s Pavement Condition Index ( PCI ) to 71 . The 2026 Paving Project represents a key step toward achieving this goal while improving drivability throughout our community . |
