Scope of ServicesPlayground Safety Surface Testing at the Jack E . Kirksey Recreation Center , 15100 Hubbard Rd ., Livonia , MI 481541 . PurposeThe purpose of this bid is to obtain professional services to conductplayground safety surface impact attenuation testingin accordance with current national safety standards . Testing will verify that existing playground surfacing provides adequate fall protection and complies with applicable safety guidelines . 2 . Scope of WorkThe selected contractor shall furnish all labor , equipment , and expertise necessary to perform playground safety surface testing , including but not limited to the following : A . Site Review and CoordinationCoordinate testing schedules with the City / Owner ’ s representative . Review playground location , surfacing type , and equipment fall heights prior to testing . Confirm access and safety conditions at site . B . Impact Attenuation TestingPerformfield impact attenuation testingof playground safety surfacing using calibrated equipment in accordance with : ASTM F1292 ( Standard Specification for Impact Attenuation of Surfacing Materials Within the Use Zone of Playground Equipment ), andApplicableConsumer Product Safety Commission ( CPSC ) Public Playground Safety Guidelines . Testing shall include : Measurement ofG - maxandHead Injury Criterion ( HIC ) values . Testing at multiple representative locations , including : Beneath swingsSlide exitsClimbersHigh - wear and high - fall - height areasTesting depths for loose - fill surfaces shall be verified and documented . C . Deficiency IdentificationIdentify areas where surfacing does not meet impact attenuation requirements . Note visible hazards or conditions affecting surfacing performance , including but not limited to : CompactionDisplacementMaterial lossDeterioration or cracking3 . DeliverablesThe contractor shall provide awritten reportfor playground tested that includes : Playground name and locationDate of testing and weather conditionsDescription of surfacing typeFall heights testedIndividual and summary test results ( G - max and HIC values ) Pass / fail determinationPhotographic documentation of test areas and deficienciesClear recommendations for corrective actions , where applicableReports shall be provided indigital ( PDF ) formatand submitted within10 – 14 business daysof testing unless otherwise approved . 4 . QualificationsBidders shall demonstrate : Experience conducting playground safety surface testing for public agencies or similar entitiesUse of properly calibrated testing equipment meeting ASTM standardsCertification or training related to playground safety testing ( e . g ., CPSI or equivalent ) 5 . Standards and ComplianceAll work shall conform to the latest editions of : ASTM F1292ASTM F1951 ( where accessible surfacing is present ) U . S .
