Description | The City of Milton - Freewater (“ Water Utility ”) is seeking qualified consulting firms to conduct a comprehensive water utility rate study in accordance with the principles and methodologies outlined in the American Water Works Association ( AWWA ) Manual M1 – Principles of Water Rates , Fees , and Charges ( most current edition ). The purpose of this study is to evaluate the City ’ s Water Utility ’ s current rate structure , ensure long - term financial sustainability , and develop equitable and defensible water rates that support reliable service delivery and future system needs . The study will evaluate the City ’ s water utility ' s financial condition and develop equitable , sustainable water rates that support long - term system operations , maintenance , and capital investment . |
