Purpose : The purpose of this solicitation is to : a . offer technical assistance to MSDE , sub - grantees , and sub - grantees ’ external evaluators ; b . provide evaluation expertise and resources to local sub - grantees ’ and evaluators ; c . monitor the progress of local evaluation initiatives ; d . provide recommendations for MSDE and sub - grantee program improvement ; and e . Compile annual cohort comprehensive evaluation reports . Specifications : The contractor shall : a . participate in virtual and / or in person bi - monthly meetings with MSDE 21st CCLC staff ; b . provide technical assistance to sub - grantees on a bimonthly basis and external evaluators two times throughout the contract period ( virtually to include all evaluators ); c . monitor the progress of the evaluation process and outcomes for a random sample of sub - grantees ( not to exceed 50 programs within a cohort ); d . provide the MSDE with a final report that reviews , analyzes , and summarizes the processes and status of the local evaluations ; and e . complete all requirements of this solicitation in a timeframe not to exceed 300 hours . The contractor shall : a . Within five business days of Notice to Proceed issued by the MSDE , schedule a conference call or faceto - face meeting to review any outstanding questions ; b . Within two weeks after the meeting to review outstanding questions , submit for the MSDE approval of a detailed work plan to include a formative cohort comprehensive evaluation report in September 2026 and September 2027 . The work plan will provide deliverables to include : ( 1 ) analysis of Evaluation Reports , State Monitoring and Federal Reports ; and ( 2 ) technical assistance and professional learning plan for sub - grantees and local external evaluators ; c . Within 30 business days after approval of the work plan , submit for discussion with the MSDE a preliminary assessment and criteria for assessing the status of a random sample of local program evaluations ;
