The Department of Veterans Affairs ( VA ), Sioux Falls , SD , Network Contracting Office ( NCO ) 23 , is conducting market research to identify potential sources that can provide the following : The Sioux Falls VA has a requirement for a brand name Bobcat Tool Cat model UW56 for grounds maintenance operations . Must have diesel engine with engine block heater , and heady duty battery . The facility currently has maintenance parts and knowledge of diesel engines . No gasoline engine . Must have four - wheel drive with speed management to set the engine speed at optimal RPM for attachment being operated at the time . Must have joystick and attachment control kit for adjusting the attachment being operated at the time . Must have ability to operate high flow hydraulic attachments 27 . 9gpm Must be able to lock and un - lock the attachments on the lifting arm from the cab using hydraulics . Must have quick couplers for changing out attachments . Must have all - wheel steer for maneuvering around obstacles in low traction conditions to minimize damage to turf and gravel areas on campus . Must have road packages that include headlights , turn signals , a back up alarm , sideview mirror , and rear - view camera to navigate roadways around the campus . Must have Strobe light and rear work light kits . Must have a turf tires that are 29x12 . 5 . Must have 68 heavy duty bucket . Must have 68 angle broom . Must have HS8 spreader with sidewalk kit .
