The Naval Surface Warfare Center Philadelphia Division ( NSWCPD ) intends to negotiate and award a sole source contract to Northrop Grumman System Corporation , Sunnyvale , CA . for Original Equipment Manufacturer ( OEM ) hardware components and support services for High Pressure ( HP ) and Low Pressure ( LP ) Propulsion Turbine Rotors and Overhaul Kits . The contractor shall provide technical team , with verified expertise , of the High Pressure and Low Pressure Propulsion Turbine Rotors and associated equipment work items for engineering , inspection , maintenance , overhaul kits ( Steam Critical Spares Program ), and repair , and fabrication . This acquisition will also provide refurbishment and engineering in order to support Life Cycle Engineering and Critical Spares Equipment Rotatable Pool Management . Pursuant to 10 U . S . C . 3204 ( a )( 1 ), Northrop Grumman System Corporation is the only responsible source capable of fulfilling the Navy ’ s requirements for the specified effort . The proposed award and resulting contract modifications are for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6 . 302 . THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS . Interested parties , however , may identify their interest and capability by responding to the requirement . The Government will consider all information received prior to the closing date of this synopsis . Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement . A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government .
