5 - Year Fire Sprinkler Certification Services ( Patient - Occupied Buildings )

You are invited to review and respond to this Department of State Hospitals – Patton ( DSH - P ) solicitation . DSH is seeking bids for a contractor to perform five - year fire sprinkler service , testing and maintenance services . ONTRACTOR RESPONSIBILITIES : A . The Contractor shall provide all services , labor and materials required to bring into compliance and pass all items on the automatic fire sprinkler systems ’ Five Year Report ( State Fire Marshal Form AES 2 . 2 ), including but not limited to : inspections , testing , maintenance , part replacement ( excluding defective valves and waterflow switches ), and repairs . All loaded , corroded , and painted sprinkler heads , as well as sprinkler heads within five years of being 50 years old ( 20 years for quick / fast response heads ), shall be replaced . B . Contractor must be geographically located within two hours of the facility C . Contractor shall provide five0year interval inspection , testing maintenance and deficiency repairs for each of the following automatic fire sprinkler systems in the following buildings : i . 30 Building : approximately 27 domestic water junior rise systems ii . 70 Building : approximately 35 domestic water junior rise systems iii . EB Building : 1 main riser , 1 straighter riser , 1 junior rise system iv . N Building : 1 main riser , approximately 13 domestic water junior riser systems D . Contractor shall be a California licensed , C - 16 Fire Protection Contractor , licensed by the State of California , Department of Consumer Affairs , Contracts State License Board and maintain an active license at all times during the term of this Agreement . E . All pipefitters on project must comply with State Fire Marshal Information Bulletin 17 - 002 , dated May 25 , 2017 . All pipefitters shall possess a certification card from Cal Fire Office of State Fire Marshal ; all trainees and apprentices shall possess a registration card . F . Technicians must hold an Automatic Extinguishing System ( AES ) Type 1 License from the California Office of State Fire Marshal ( OSFM ). G . All inspection , testing , maintenance , and repair shall be in accordance with applicable sections and chapters of the National Fire Protection Association 25 ( 2013 , California Edition ), Standard for the Inspection , Testing , and Maintenance of Water - Based Fire Protection Systems , as amended by California Code of Regulations , Title 19 , § 901 to § 906 . H . Contractor shall have the sole responsibility for accuracy of all measurements , estimates of materials , quantities , sizes , and site conditions that will affect work . I . Contractor shall perform all required five - year interval inspections , testing , and maintenance ; including but not limited to : i . Main drain test during which static , residual , and restored pressures are recorded . ii . Inspector ’ s test valve activation during which the alarm bell is tested , and records of the alarm monitoring activities are taken . iii . Operating and testing all control valves and ensuring that they are secured from tampering . iv . Internal inspection of any sprinkler pipe check valves . v . Visually inspecting that pipes and fittings are clear of corrosion or damage . vi . Visual inspection of visible and accessible concealed space fire sprinkler heads , pipes , hangers , and seismic bracings . vii . Inspect for damages or obstructions that could potentially hinder the proper operation of the sprinkler systems . viii . Contractor shall be responsible for all signage as required by the State Fire Marshal and / or other authorities who have jurisdiction over the work to be completed . ix . Perform back flush by reversing check valve at the Fire Department Connection . x . Provide a Five - Year Report for each system on the State Fire Marshal ’ s AES2 form .
