The purpose of this notice is to identify interested and capable vendors to perform the work described below an to incorporate the result of this notice into the Government ' s Market Research Report . This project involves the Industrial District Plan . The installation ’ s primary industrial area encompassing wetlands and floodplains , key infrastructure including cell towers , antenna farms , munitions storage , fuel storage , water and wastewater treatment plants , civil engineering shops , logistics readiness facilities , light manufacturing facilities , and associated administrative offices . The District Plan continues the comprehensive planning process by focusing on the current operations of a district and providing planning at a manageable scale by bridging the gap between the overarching Installation Development Plan ( IDP ) and the specifics found within individual site plans . The project acknowledges the extreme Arctic conditions , necessitating specialized utility distribution solutions . Utilidors play a critical role in this environment , preventing the need for burying pipes below the water table , which would be significantly more challenging and costly .
