A & E Services - HVAC Replacement for WVSP Headquarters

1 . PURPOSE : The West Virginia Division of Administrative Services is soliciting Expression ( s ) of Interest (" EOI " or " Bids ") on behalf of the West Virginia State Police (" Agency "), from qualified firms to provide architectural / engineering services (" Vendors ") as defined herein . 2 . PROJECT : The purpose of this project is to replace the HVAC systems and building automation controls system at the West Virginia State Police Headquarters located at 725 Jefferson Road , South Charleston , WV 25309 with new , high - efficiency equipment . Project and Goals : 3 . 1 System Evaluation and Decommissioning : Conduct a comprehensive assessment of the building ’ s current mechanical footprint to develop a phased decommissioning and removal plan . 3 . 2 Modernization and Recommendations : Research and propose HVAC solutions tailored to the specific climatic and structural requirements of the headquarters . Recommendations should focus on high - efficiency , sustainable systems that meet or exceed current industry standards for energy performance and operational longevity . 3 . 2 . 1 Vendor must provide design plans and specifications for energy - efficient air - systems to replace the existing equipment , design modernization package complete with all drawings , specifications , and project manual . 3 . 2 . 2 Vendor must provide design plans and develop specifications for a building automations control system to replace the existing , in addition to , but not limit to , equipment that is not currently connected to the existing system , but not limited to the exterior lighting , exhaust fans , smoke exhaust fans , mechanical room equipment boilers – pumps , setpoints for room temperatures , monitors room temperatures , provide weekly temperature charts , and the system must be connected to the fire alarm panel . This may also include design and specifications for adding the building automation controls system to equipment that currently does not have the system . 3 . 2 . 3 Vendor must look at any humidity issues inside the building . The vendor must design a system that will prevent from the inside of the building being humid , especially during the warmer outside weather . 3 . 2 . 4 After the contract has been encumbered , the vendor must do a site visit to evaluate the existing equipment and to see if there must be any changes , but not limited to the existing units , existing ductwork , etc . This may include adding additional units to certain areas .
