Melancon Contract Specialist / Solicitation Manager: Ryan D. Margraf || DESCRIPTION OF REQUIREMENT: This is a presolicitation notice in accordance with Federal Acquisition Regulation (FAR) 5.204. The designated contracting agency intends to issue a solicitation for construction services. This is a 100% small business set-aside procurement. The proposed contract is to provide a means of executing construction efforts in support of the DTRA mission by providing construction for: 1) general test support; 2) new construction; 3) Repair and maintenance of test structures and articles; and 4) demolition and remediation on various test sites. The proposed contract is for construction services and will include, but is not limited to, the following FAR clauses: 52.246-4 (Inspection of Services - Fixed Price), 52.246-12 (Inspection of Construction), and 52.246-13 (Inspection-Dismantling, Demolition, or Removal of Improvements). Each task order will be reviewed to determine the appropriate contract type, which may include Firm-Fixed-Price (FFP), Time and Materials (T and M), or Firm-Fixed-Price Level of Effort (FFP LOE). The NAICS Code 237990 - Other Heavy and Civil Engineering Construction best applies to this procurement. However, other codes can apply. | PERIOD AND VALUE: Period of Performance: The initial ordering period will be for five (5) years. The contract will include an option to extend the ordering period for an additional five (5) years. Each task order will have its own specific performance period. Task orders may be performed for up to 12 months beyond the end of the contract ordering period to accommodate the completion of major construction efforts started late in the ordering period. Total Estimated Cost: The total estimated cost of the acquisition is $400M over a ten-year period, consisting of a 5-year base period at $200M and a 5-year option period at $200M. | KEY DATES and SOLICITATION INFORMATION: Pre-proposal Conference: A pre-proposal conference is scheduled to occur on or about March 12, 2026. Further details regarding the specific time and location will be provided within the official solicitation. This conference will be to review field conditions at either or both of Kirtland AFB, New Mexico, and White Sands Missile Range, New Mexico. Solicitation Availability: The solicitation is anticipated to be released on or about January 30, 2026 and will be available electronically at the Government Point of Entry (GPE), SAM.gov. Hard copies of the solicitation will not be provided.
