Accessibility Services to Support EOE and EOE Agencies

Qualified vendors and sub - contractors must be able to demonstrate technical expertise and prior experience testing systems for compliance with accessibility standards , laws , and regulations . The responses to this RFQ will be evaluated based on the criteria listed below . For each agency , the selected vendor ( s ) will be responsible for : 1 . Conducting thorough audits of ALL existing EEC , DHE and CT web pages , as described below , including videos and other multimedia content , and posted files for accessibility compliance against ADA Title II requirements and WCAG 2 . 1 Level AA standards and identifying accessibility barriers . Specifically , the successful Bidder ( s ) will test and review the files indicated herein and evaluate whether they have clearly met in all material respects the EOTSS Accessibility Standards and any other applicable accessibility standards . 2 . Remediating such defects so that the files comply with the EOTSS Accessibility Standards . 3 . Submitting to EOE a written report documenting the findings of the initial assessment for each agency and the steps taken for remediation , referencing pertinent sections of the applicable accessibility standards . 4 . Validating remediated content through re - testing to confirm WCAG 2 . 1 Level AA conformance and provide clear documentation of findings . a . Cost b . Business and Technical 1 . The Bidder ’ s proposed technical approach to meeting the RFQ specifications including , without limitation , clarity , comprehensiveness , relevance , accuracy , methodology and approach to deliverables . Experience with multimedia and all formats ( PDF , Word , Excel , PowerPoint , HTML , forms , MP4 ) 2 . The Bidder ’ s demonstrated previous experience with WCAG 2 . 1 AA , Section 508 , and applicable state accessibility standards , performing similar projects related to accessibility , references , years of experience . Experience with public sector or similarly regulated organizations . The Bidder ’ s proposed staff qualifications and capabilities , project management , capacity and reporting . Resumes , certifications ( e . g ., CPACC , WAS , DHS Trusted Tester ), if applicable . 3 . Availability of the Bidder ’ s resources . 4 . Quality and completeness of written response and business references .
