SCOPE AND BACKGROUND : Through this Request for Proposal ( RFP ), the Agency of Education / Special Education Division ( hereinafter the “ State ”) is seeking to establish contracts with one or more companies to develop a document to serve as a resource or tool that educational personnel at Vermont high schools can use to ensure each required credit in the Vermont Graduation Requirements is accessible to students with intensive disabilities and multilingual students . This request is not soliciting a web - based application or similar technology . DETAILED REQUIREMENTS / DESIRED OUTCOMES : The Vermont Agency of Education ( AOE ) is seeking an educational leader who is an expert in differentiated instruction , accommodations , modifications , and goal attainment scaling to develop a document to serve as a resource or tool that educators in Vermont high schools can use to ensure each required credit in the Vermont Graduation Requirements is accessible to students with intensive disabilities and multilingual students . 2 . 1 . The State of Vermont is interested in obtaining bids to meet the following business needs : 2 . 1 . 1 . Develop and deliver to Vermont high schools a goal attainment and scaling resource document for grading , report cards , and transcripts to ensure multilingual students and students with intensive needs have access to Vermont ’ s new graduation requirements . 2 . 1 . 2 . Provide consultation to and receive guidance from the AOE ’ s existing Accessibility Workgroup for the Statewide Graduation Requirements . 2 . 2 . Specific responsibilities include , but are not limited to , the following : 2 . 2 . 1 . Develop the document resource in consultation with the Workgroup for the Accessibility of the Statewide Graduation Requirements 2 . 2 . 2 . Develop and deliver three virtual training sessions to Vermont high schools on implementing the tool , including overcoming implementation barriers . 2 . 2 . 3 . Provide four live , virtual technical assistance sessions to Vermont high schools . 2 . 3 . Deliverables 1 . Implementable goal attainment and scaling document that is aligned to the required credits and corresponding common core standards , utilizing the essential elements and / or the core content connectors . 2 . Three virtual training sessions . 3 . Four virtual office - hour technical assistance sessions .
